Isaac Dumped 3.36 More Inches of Rain at New Orleans Airport Than Katrina

The National Weather Service reports that 7.86 inches of rain fell yesterday at the Louis Armstrong New Orleans International Airport, surpassing the record 4.50 inches that the airport saw on that same date in 2005 when the city was facing Katrina.?

During Katrina, the airport, located in Kenner, Louisiana, escaped the massive damage that befell the city. In 2005 The New York?Times' Sewell Chan?reported that?"the main airline terminal, which dates to 1959, was barely damaged, and power and electricity were restored within four days." At the time of writing, the airport was "home to nearly 5,000 soldiers and airmen and a medical triage center that the Army is converting into a field hospital."?

    When parents decide to have a pet at home, it is a decision that they usually make for the happiness of their children. For many kids, pets are not just playmates. Rather they are creatures that can make them happy, teach them how to be responsible, relieve them of daily pressures and overall serve as their good friends. Considering this, it is safe to assume that during the entire stay of a pet in any household, most of the hours are spent with children. Hence, children are likely to experience pet loss grief with the death of a pet. As a parent, it might be hard to think how you can help your kids move on from the loss. This is because you, yourself, are finding it hard to cope up. But since you are the adult, you have to take it upon yourself to give your kids some extra help.

    Parents have to remember that patience is very important. Children have the tendency to bring up the topic repeatedly so be patient. Other than this, you should allow your children to work through their grief. Let them express their grief openly and let them see you express your grief as well. Always make sure that when you talk about what happened, you do it with all honesty. Also similar to what Christian counseling experts would tell you, talk about death and grief in terms children understand. Don?t use words like God took the pet or the pet is just asleep. These might lead them to develop fears such as the fear of God taking them or their loved ones away and fear of sleeping. It is also recommended to involve your children to activities pertaining to the loss. Give them permission to participate in the burial service. Allow them to have a say on how the memorial service should be carried out. If ever a child says he doesn?t want to join, don?t force him to.

    Also, you should not forget that part of helping your kid cope up with the loss is to teach him that death is permanent. Further, don?t commit the mistake of immediately getting another pet to replace the lost one. This will trigger feelings of disloyalty and will also give the wrong impression that grief for a loss can be overcome by mere buying of a replacement. Pet loss grief counseling for children may not be as serious as substance abuse counseling but it needs attention just the same. Exerting effort in learning the best practices to help your kids cope up can go a long way in your kids? recovery. As always, be patient and never forget to hug and reassure your kids.

    NM inmate uses Popsicle sticks in escape attempt

    HOBBS, N.M. (AP) ? New Mexico corrections officers say an inmate escaped his jail cell by breaking a window bar with a razor blade and a Popsicle stick but changed his mind once he got outside.

    Carlos Garcia told police it took about five months to break the bar on his cell window at the Lea County jail with those materials. He also used plastic, newspaper and more Popsicle sticks to fashion a fake window.

    The Hobbs News-Sun reports that Garcia changed his mind and climbed back into his second-story cell using a bedsheet.

    Garcia has been moved to a maximum-security ward at the state penitentiary. He is serving time for two murder convictions and other crimes.

    A state Corrections Department spokeswoman says the Aug. 20 escape attempt is under investigation.

    (AP) ? With the Republican National Convention at last in full-throated roar, nominee Mitt Romney and his team reached out Wednesday to connect with critical voting groups ? veterans, Hispanics and women ? while gleefully mocking the man he is out to defeat in November.

    Romney himself was ducking out of his own convention in Tampa to address the American Legion Convention in Indianapolis. Sen. Marco Rubio, R-Fla., a top Hispanic voice in the GOP, made the round of morning talk shows to defend the GOP nominee's policies. And Ann Romney and Janna Ryan, the wife of Romney's running mate, teamed up to headline a "Women for Romney" fundraiser.

    At the women's event, Mrs. Romney offered her husband as "the one person who is going to turn this country around," and promised that her husband would keep in mind the needs of women and families, if elected. Later, she attended a Latino Coalition lunch, where son Craig addressed guests in Spanish, and described his father as "a man you can trust."

    Mrs. Romney told the Latino crowd that Democrats try to make it look like Republicans "don't care about this community. That's not true. We very much care about this community."

    Latinos, she said, "are mistaken if they think they are going to be better off" if President Barack Obama wins re-election, she said.

    The main draw for Wednesday night's convention session is vice presidential candidate Paul Ryan, the 42-year-old Wisconsin congressman and author of a tough budget that remakes the way the government spends money.

    "I think people are going to like what they see because we are offering specific, bold solutions to get people back to work, to get this country back on the right track," Ryan said in a taped interview with WTMJ-TV in Milwaukee. He acknowledged having a stricter anti-abortion stance than Romney, but said he's comfortable with the GOP nominee's position "because it's a vast improvement on the status quo."

    Rubio, interviewed on "CBS This Morning," held out Ryan as a serious policy thinker who's "going to have a bunch of new fans across this country" after he speaks.

    Obama's re-election campaign released an online video casting Ryan, who is hugely popular with conservatives, as a politician from a "bygone era" whose budget proposals threaten Medicare and would gut funding for Planned Parenthood.

    A poll by the Pew Research Center and The Washington Post found Americans deeply divided about Ryan, whom they described as conservative, intelligent, fake, phony.

    Romney's nomination now official, he was free at last to start dipping into his general-election pot of campaign cash.

    "We're excited that now he's going to be able to spend money, both in English and in Spanish, to explain to people how his policies will help grow the economy, help small business, help people have the confidence to invest in the future," Rubio said."

    To ensure the cash keeps rolling in, Ann Romney emailed supporters a fundraising appeal that echoed her Tuesday night speech to the convention.

    "This man will not fail," she promised in the plea.

    Obama, for his part, was courting another key voting group ? young voters ? with a second day of campaigning in college towns. He had hoped to speak on the University of Virginia campus, but the school rejected that idea, saying it would disrupt classes on the second day of the semester. He'll speak in an off-campus pavilion instead.

    The politics played out as Hurricane Isaac blew ashore on the Gulf Coast, casting uncertainty into a convention that scrubbed the first day of events out of fear it would swipe Tampa. Officials in Louisiana said that as of midday Wednesday, New Orleans' flood protection system was holding up as Isaac moved through the area.

    The latest economic news suggested weak growth in the second half of the year, fodder for Republicans who blame Obama for the sluggish recovery. The U.S. economy grew at a tepid 1.7 percent annual rate in the April-June quarter, the government reported Wednesday, a bit better than expected due to slightly stronger consumer spending and greater exports.

    The GOP's outreach effort went into full gear after Ann Romney offered convention delegates ? and a national TV audience ? a soft-sided portrayal of the Republican candidate in her convention address. Her appearance was paired with a parade of gleeful Obama-bashers as the GOP seized its moment after days of worry about the hurricane.

    Beyond Ryan, Wednesday's lineup includes 2008 Republican presidential candidate John McCain and former Secretary of State Condoleezza Rice. Romney speaks Thursday night to bring down the curtain-closing balloons. Obama's Democratic National Convention follows next week in Charlotte, N.C.

    Rice, warming up for her speech, said the voice of the United States in world affairs "has been muted" under this president, creating a chaotic and dangerous security environment. She spoke on "CBS This Morning."

    Opinion polls, however, show Obama getting high marks on national security after ending the war in Iraq, drawing down the conflict in Afghanistan and ordering the killing of terrorist leader Osama bin Laden.

    Romney made his debut at the convention two days before his own speech, rousing the crowd into cheers as he took the stage briefly to share a kiss with his wife after she spoke. Ann Romney's prime-time speech was in large measure an outreach to female voters as she declared her husband "will not let us down" if elected president.

    Her tone was intimate as she spoke about the struggles of working families: "If you listen carefully, you'll hear the women sighing a little bit more than the men. It's how it is, isn't it? It's the moms who always have to work a little harder, to make everything right."

    Obama's allies did their best to counter Romney and the Republicans.

    First lady Michelle Obama traveled to New York to promote her healthy-living initiatives while visiting "The Dr. Oz Show" and Rachael Ray's talk show. The programs will air next month, closer to the election.

    Mrs. Obama also was making a guest appearance on Wednesday's "Late Show with David Letterman."

    Los Angeles Mayor Antonio Villaraigosa, dismissing GOP attempts to woo Hispanic voters, said: "You can't just trot out a brown face or a Spanish surname and expect people are going to vote for your party or your candidate." He added, "This is a party with a platform that calls for the self-deportation of 11 million people."

    Hispanics strongly favor Obama, according to public polls, and Romney and his party have been seeking to win a bigger share of their votes by emphasizing proposals to fix the economy rather than ease their positions on immigration.

    Polls find the economy is overwhelmingly the dominant issue in the race and voters narrowly favor Romney to handle it. In an AP-GfK poll taken Aug. 16-20, some 48 percent of registered voters said they trust Romney more on economic issues, to 44 percent for Obama. However, a Washington Post-ABC News in the days immediately before the convention found that 61 percent of registered voters said Obama was more likable, while 27 percent said Romney.

    (AP) ? One of Belgium's most despised criminals, the former wife of a pedophile and child killer who let two of his victims starve to death, left prison for a convent late Tuesday after serving barely half her 30-year sentence.

    Earlier in the day, the nation's highest court had approved a ruling that let Michelle Martin leave prison early despite her part in the mid-1990s kidnappings, rapes and killings by her then-husband, Marc Dutroux.

    The case of Dutroux and his wife had horrified the nation and led to widespread improvements in Belgian police procedures after it emerged that police had bungled attempts to save some of the girls he had targeted.

    Prison spokesman Laurent Sempot said Martin left prison in an unmarked vehicle late Tuesday.

    Her eventual destination was the verdant village of Malonne, a 75-kilometer (45-mile) trip south of the capital, where she will live in a Clarisse convent and, in the words of her lawyer, seek atonement for her crimes.

    Family members were outraged at Tuesday's court decision.

    "There is only one word for this. This is simply absurd. But I will have to accept it," said Paul Marchal, whose daughter An was one of the victims of Dutroux. "Concerning Martin, my fight is over and done. I lost."

    The lawyer for Jean-Denis Lejeune, whose 8-year-old daughter Julie was one of the girls who starved to death, said the families would work to change the law and make sure victims get a bigger say how long convicted criminals have to stay behind bars.

    "We will first have to ask the politicians to change the law and, secondly, we will have to go to Strasbourg," where the European Court of Human Rights can still have an impact, said lawyer Georges-Henri Beauthier.

    That process could take years, however.

    Several policemen were stationed near the convent even before the verdict was announced and fluorescent graffiti near the convent protesting Martin's arrival was removed. At a religious statue near the gate, teddy bears sat next to a picture of the two eight-year-old girls who starved to death in Dutroux's dungeon in 1996.

    A children's school is close by.

    "My children are studying here," said Malonne resident Fabienne Huboaux. "We are afraid, afraid to see what is going to happen with them when they are going to go to class."

    Martin has depicted herself as a passive culprit of the psychopath Dutroux. But she is still blamed for aiding her husband as he went on a depraved and murderous spree, and she is particularly loathed for letting the two girls starve while Dutroux was briefly imprisoned.

    Dutroux, an unemployed electrician and convicted pedophile on parole at the time of the crimes, was arrested in 1996 and convicted eight years later of abducting, imprisoning and raping six girls between the summers of 1995 and 1996. He was also found guilty of murdering two of the six girls, who ranged in age from 8 to 19 years old.

    The last two of Dutroux's kidnap victims were found alive in his basement a few days after his arrest.

    Martin faced accusations of conspiracy in the kidnappings and imprisonment leading to the deaths of the two starved girls, who were held in a secret dungeon specially built in a cellar. When Dutroux was serving a four-month sentence for car theft, Martin said she was too scared to go into the cellar to feed them.

    One year after they were kidnapped, the bodies of the two were found in the garden of a house that Dutroux owned.

    Martin's lawyer, Thierry Moreau, insisted Tuesday that his 52-year-old client deserved a shot at a better life.

    "There is something human remaining in Mrs. Martin, even though she acknowledges herself she is responsible for very serious acts," Moreau said. "She paid the price for it. She did it in respect of the law, and now there is this project where she wants to redeem herself and this will be another way to do her sentence."

    The prospect of Martin's release had spawned demonstrations in the past few weeks, with demands to keep her in jail.

    The man in question is Scott Moskowitz. His company, Blue Spike LLC, has been furiously filing patent suits in East Texas against companies that use common digital water-marking techniques to prevent copyright infringement. His other targets include Sound Hound, Viggle, TuneSat and Facebook.

    The lawsuits raise the question of whether Moskowitz should be rewarded with patent monopolies or whether he?s simply exploiting America?s troubled patent system.

    Blue Spike?s legal filings explain that Moskowitz is ?a pioneer in this new field between cryptography and signal analysis? and say that the ?signal abstracting? he invented is a novel way to detect unlicensed music, text and films on the internet. Here is a more detailed description:

    These are among the most effective techniques available for combating piracy, which are completely undetectable to the thief, yet still enable content owners to easily search through large amounts of data to identify unauthorized copies of their works ???signal abstracting? identifies digital information and material [..] based solely on the perceptual characteristics of the material itself. ??Signal abstracting avoids watermarking?s vulnerabilities by leaving the source signal unchanged and catalogues the signal?s identifying features or perceptual characteristics in a database.

    The filing also notes that Moskowitz has worked with the federal government and various professional societies, that he has two degrees from UPenn, and that Forbes and New York Times once referred to his work.

    So what to make of all of this? On one hand, Moskowitz is well-versed in the field of digital watermarking and has won patents from the US Patent Office. But should this give him the right to sue every company that employs anti-piracy software?

    There are reasons to be skeptical. First, it?s not clear that ?Blue Spike? does anything besides sue people. The company has a website but the site doesn?t list products, clients or prices. And Blue Spike?s ?office? is in Tyler, Texas, whose plaintiff-friendly judges and juries have made it ground zero of America?s patent troll epidemic.?As for Moskowitz, his degrees are from business school ? which seems an unlikely training ground for a cryptography master.

    Then there are the patents themselves. Moskowitz applied for the core one in 2000 at a time when the US Patent Office was issuing patents for methods of swinging on a swing and exercising a cat with a laser pointer. Moskowitz?s US Patent 7,346,472?is for a??method and system for monitoring and analyzing at least one signal? and describes a technique for comparing signals against those in a database.

    The patent may be valid and good (I?ll leave it to the engineers to decide) but there is still the question of whether Moskowitz should be allowed to brandish such a broad monopoly against so many companies. The targets now face an unpleasant choice between buying a license to make him go away or paying hundreds of thousands (or more) for a court fight.

    Moskowitz?s lawyers say it?s about ?going forward with what you believe in and not letting people walk all over your rights.? They say Blue Spike is not a patent troll. The targets of the patent mugging may disagree.

    Ohter Blue Spike defendants include: Rovio; MySpace; Audible Magic; Specific Media; Photobucket; DailyMotion; Soundcloud; Myxer; Qlipso; Brightcove; MediaFire; Zedge; Harmonics; iMesh; Metacafe; iPharoah.

    Conatser tops PoPFest Bartending Competition ... - Food ? Drink ? Life

    In the weeks leading up to the Paris of the Plains Bartending Competition, much was made of the fact that Chris Conatser of?Justus Drugstore placed every time he entered what was formerly known as the Greater Kansas City Bartending Competition. And last night he kept the streak alive, taking first place with his Manhattan (in)Verse.

    PoPFest Bartending Competition winners lookin? pretty happy. From left, Berto Santoro (3rd), Matt Seiter (Fan Favorite), Jenn Tosatto (2nd) and Chris Conatser (1st).

    That bring?s Conatser?s tally to two first-place wins (2008 & 2012), one second (2010) and a third (2009). Not that he was the only one to reaffirm his track record.
    Second-place winner Jenn Tosatto, bar manager of The Rieger Hotel Grill & Exchange, is a five-time finalist who placed third in 2008. Berto Santoro,?Extra Virgin?s bar manager, and Matt Seiter of?Sanctuaria, St. Louis were both onstage last year. Santoro took third in 2012; Seiter was voted Fan Favorite.
    Theirs weren?t the only familiar faces.? Kansas City?s Travis Stewart of Port Fonda,?Paige Unger of Michael Smith Restaurant and Arturo Vera-Felicie of The Farmhouse were all returning competitors. Other finalists included Chris Burmeister, The Goose and Bramble & Hare, Boulder, Colo.; Carol Donovan, Hearty Restaurant, Chicago, Ill.; Phoebe Esmon, Kennett South 2nd, Philadelphia, Pa.; Giovanni Ferlaino, Ludivine, Oklahoma City, Okla.; and Liz Pearce, The Drawing Room, Chicago, Ill.
    Did they put on a good show? Absolutely.
    It?s no easy thing to batch a single drink for hundreds of people, particularly when your drink includes tricky ingredients like egg whites (Pearce), gilded rose petals (Donovan) or grains of paradise (Tosatto).

    It might be even harder to make two servings of that same drink onstage, staring into the bright lights and knowing five of the industry?s foremost experts are going to critique each sip. The judges included Doug Frost, one of the world?s preeminent wine and spirits experts and co-founder of PoPFest; Steve Olson of aka Wine Geek, Frost?s partner on Beverage Alcohol Resource and a mezcal savant; David Wondrich, author of Imbibe! and Punch and a BAR founder; Chris Patino, the manager of trade education for PoPFest sponsor Pernod Ricard USA; and Celina Tio, the James Beard Award-winning owner of Julian and all-around cool chef.

    And then they had to make classics like the Aviation, Sidecar, Irish whiskey, Gin Martini, Blood & Sand, Rob Roy, Margarita, Gin Fizz, Negroni and Manhattan while answering questions about Armagnac, rhum agricole, Asian spirits, vermouth, Irish whiskey and mezcal. Oh, and do it all while scantily clad burlesque performers sashayed by or dangled from the trapeze bar.

    Watching it all, I realized one thing. I?d be happy in any of their bars. Isn?t that what it?s all about?

    Let?s hear it for PoPFest 2012!

    ?So, back to Chris Conatser. He?s a botanist, bartender and science geek. The result is a drink that he explains as an inverted Manhattan, where every ingredient that would ordinarily be made from grain is made from grapes, and grape ingredients are replaced with grain-based ones.

    Since a Manhattan is typically made with whiskey, Conatser swapped it out for Presidente brandy. The sweet vermouth wasn?t so easy. Since grain-based vermouth doesn?t exist, Conatser made his own using Boulevard beers including the local brewery?s Pale and Amber ales, Bully Porter and Tank 7 saison-style farmhouse ale. That was just the start, though. He added in some Maker?s Mark to raise the proof and then flavored it with both brewing herbs and spices and those used in making vermouth. To sweeten? A barley malt syrup, local honey and spiced-cider reduction syrup. To garnish? A cherry-candied almond. Of course.

    This isn?t a recipe you?ll make at home. But it?s one you should look over, if for no other reason that it?s pretty damn cool that Conatser managed to do this and make it taste so good.

    Conatser?s Manhattan (in)Verse: 2 ounces Presidente brandy, 1 ounce beer-based vermouth, 3 dashes Jerry Thomas? Own Decanter Bitters (modernized with a touch of cedar wood and grape blossom). Stir all ingredients over ice; strain into a chilled coupe glass; drop in cherry-candied almond and cut orange twist over drink with a channel knife.

    Beer-based vermouth: made from a blend of Boulevard beers, raised to 18% alcohol with Maker?s Mark bourbon; flavored with a blend of classic and historic beer brewing herbs and spices with traditional vermouth herbs and spices (using locally grown and native substitutes where appropriate); sweetened with barley malt syrup, local honey and spiced-cider reduction syrup.

    Favorite PoPFest moments? This has got to be one of them?hearing Loaded Goat play its bluegrass-tinged country early in the evening, with front man Eddie Crane on guitar and vocals.

    Just because they are corporations doesn't mean it isn't real money. They've shelled out $$ for land that is now worthless, or at least worth a lot less than they paid for it. It doesn't matter at all who's money it is / was, it's still real money. Those costs are going to get passed on in some way, shape or form to the end users (us).

    You mean like irrigation? Pave a road or two? We are constantly developing that sort of infrastructure already. No new expenses next year? Great.

    I mean a LOT of infrastructure, not just a road or two and a bit of irrigation piping.
    I mean things like:

    Proper irrigation infrastructure, probably where none existed before. Dams, pipes / canals / pumps etc

    Proper access and distribution infrastructure.
    ? ? Roads
    ? ? Rail
    ? ? Ports

    Other infrastructure:
    ? ? Electricity
    ? ? Gas
    ? ? Communications

    Setting up the farms in the first place. Buildings, fields, fencing, etc etc etc

    Maybe you have to drain the land. Isn't half of Canada going to turn into one giant bog once all the permafrost melts?

    And it mean *lots* of it.

    That's a lot of $$$$. That's also lots of time required. It's highly likely we don't have that much time to work up the new infrastructure.

    Also, who said the "new land" will be any where near as productive as the old land, or that there will be enough of it.

    Like New York? Miami? The earth could burn up and dry out and still people would live in those places, because cities already are an artificial environment. Even rising oceans wont make cities go away. There might be some rough patches with some flooding, but even New Orleans is still on the coast, below sea level, and heavily populated. Cities just arent going anywhere.

    Those cities maybe, but others will have problems. Many cities already face serious infrastructure issues (like enough suitable potable water supplies)

    There's a hell of a lot of value / sunk costs in a city of any size. Hell in my city they are talking about building a new convention / entertainment centre. It will hold maybe 7,000 people. They're talking $100,000,000. That's just one dodgy building.

    I don't know what homes go for where you live, but around here you are talking $400,000 - $500,000 each.

    Don't forget the basic infrastructure to go with all that (water, roads, sanitation, electricity, gas, etc)

    Now multiply that out by an entire city, then a number of cities. And remember, you aren't going to be able to sell your old real estate for anything much. So this is all cash you have to find from somewhere.

    Most of the world already can't feed itself, and yet you are here telling us that one of the dire consequences of climate change is that most of the world wont be able to feed itself? You are describing the present, not the future.

    This is an already solved problem, and proof of that solution are all the metropolises that we have erected. We wont have to follow the herds because we don't have to follow the herds. If Americans can pay China to produce gadgets for them, then the "distance problem" obviously has become a trivial afterthought. Stop pretending that its a problem, OK? Its intellectually dishonest at best.. blatantly willful ignorance at worst.

    You're missing the point. The problem is about changing the current "haves" into the new "have nots". That's not going to go down too well.

    As I said before the real issues will be around the costs of moving / changing. They are going to be massive. Of course we can engineer solutions to individual issues. It's just going to cost us. The other even bigger thing is the resulting conflicts that will arise from the changes. That is going to be one of the "engineering solutions". Take if from whoever has it now.

    (AP) ? NASA's effort to launch a pair of satellites to Earth's radiation belts has been delayed until late next week because of Tropical Storm Isaac.

    The countdown was halted at the four-minute mark in the wee hours of Saturday ? for the second time in as many days.

    Thunderstorms prevented the unmanned rocket from blasting off with NASA's Radiation Belt Storm Probes. On Friday, a tracking beacon on the rocket held up the flight.

    NASA initially said it would try again Sunday. But with Isaac bearing toward Florida, launch managers decided to move the Atlas V rocket back into its hangar and sit tight until the storm passed. They're now aiming for a Thursday launch.

    The twin satellites are designed to study Earth's harsh radiation belts. Scientists say the two-year, $686 million mission will improve space forecasting; the goal is to better guard against solar storms.

    Spacecraft can be damaged, and astronauts hurt, from severe solar outbursts. Life here on the planet also can be disrupted.

    36 die as tanker, bus collide in China

    Three of the 39 bus passengers travelling around 2 a.m. on a highway near Yan'an, Shaanxi province, survived the crash and were being treated in hospital, the official Xinhua news agency said.

    Traffic accidents are among the leading causes of death in China, according to public health officials, as new and often poorly trained drivers take to roadways in greater numbers.

    State media reports citing police figures say about 100,000 people have been killed in traffic accidents annually over the past decade, with the figure dipping to 70,000 last year.

    Rethink ways of saving energy costs: Schneider

    KUALA LUMPUR, Aug 24 (Bernama) -- Schneider Electric, the global energy management specialist, has asked businesses to rethink ways to save energy costs.

    It said businesses should adopt efficient energy management methods in the overall standard practices.

    These practices would not only provide savings on energy costs, but can limit carbon emissions, it said.

    In Malaysia, Schneider Electric is deploying their energy-efficient solutions within their office building such as power monitoring and lighting control to reap the benefits of practising better energy management, it said.

    "They hope this will highlight their commitment of making the most of their energy and drive the need for energy management in the country," it said in a statement today.

    Energy usage has become an increasingly important issue in Malaysia.Currently, over 1,000 companies, which make up the highest consumer energy in the country, are required to employ an electrical energy manager.

    These individuals receive continuing education and are responsible for supervising the company's usage to conserve energy, it said.

    "Malaysia has taken large steps in implementing energy-efficient practices but awareness levels are still low.

    "Businesses need to realise that there are areas within their organisation that are power hungry and this can lead to higher energy costs per month.

    "Through energy management practices, they can lower their energy costs by up to 30 per cent.

    "These savings can be used for other areas of the business to stay competitive in their respective industries," said Peter Cave, the Malaysian Country President of Schneider Electric.

    Nigeria fuel union calls off strike over subsidy

    ABUJA (Reuters) - A Nigerian fuel union called off Friday's planned nationwide strike over the government's non-payment of fuel subsidies after fraud investigations into the country's gasoline subsidy scheme.

    Fuel stations in the capital Abuja have been shut this week as the National Union of Petroleum and Natural Gas Workers (NUPENG) held back supplies to the government hub as a warning ahead of Friday's planned action.

    However, the threat of widespread fuel shortages in Africa's second-biggest economy was averted, albeit temporarily, when NUPENG called off the strike.

    "The strike action has been called off ... within two weeks we will come back again to sit down (with the government) to look at the issues again," NUPENG National President Achese Igwe told reporters on Friday. Igwe added that NUPENG tanker drivers had been sent back to work to distribute fuel to Abuja depots.

    Nigeria's Ministry of Finance said this week that it will not pay fuel marketers who have been found to have committed fraud, and government officials have claimed that it is the fuel companies who are driving the strike threat.

    Igwe said that the issues raised with the government included the payment of subsidies to marketers, outstanding wages for its staff and what it called unfair labour practices by foreign oil companies, especially Shell and Chevron.

    Shell and Chevron were not immediately available for comment.

    The finance ministry on Wednesday distributed a list of 25 local oil companies that it says collected a combined 61.33 billion naira in subsidies for fuel they never delivered.

    A high-level politician said on Thursday that some companies had started to repay some of this money, suggesting that the government and fuel firms are reaching a compromise.

    "From the report we got today from the Minister of Finance, some of the indicted marketers have started refunding," Anambra State Governor Peter Obi told reporters at the presidential villa.

    President Goodluck Jonathan had attempted to remove fuel subsidies in January, but more than a week of protests and strikes prompted their partial reinstatement.

    The protests, which began about fuel prices but turned into an anti-corruption drive, prompted a wave of investigations into the subsidy regime and a parliamentary report uncovered a $6.8 billion fraud - one of the biggest graft scams in Nigeria's history.

    Will an App a Day Keep the Doctor Away? | March Communications

    You?ve probably heard of certain smartphone applications, like RunKeeper and LoseIt that are helping users achieve health and fitness goals. Well, this innovation has spawned a new breed of healthcare solutions through prescription-apps, which many medical professionals are using to help their patients deal with chronic ailments like diabetes or heart disease.

    For example, Welldoc is leading this charge with its DiabetesManager system, which enables patients to?access the app through their smartphone , cellphone, or desktop. The patient can either enter data manually or link to their glucose monitors to transfer pertinent information to the app, such as diet, blood sugar levels and medication requirements. The app can then provide advice on patient care and even send clinical recommendations to the doctor.

    Furthermore, as a subsidiary of the business arm of the Greater New York Hospital Association and a leader in mobile health solutions, Happtique is creating a system that allows doctors to prescribe apps to patients. Happtique uses a healthcare app indexing method designed to be intuitive to industry professionals and patients. It also offers hospitals and other healthcare organizations the ability to create individually branded, secure ?substores? that can support employee and patient mobile technology use.

    Will this shift to mobile healthcare make doctors? visits obsolete?

    Not exactly. A recent New York Times piece outlines some concerns with these apps, emphasizing that there is no system in place yet to inspect, pay for and oversee the proper use of these applications. While WellDoc serves as a good example of an effective application- the Food and Drug Administration gave the system clearance to operate as a medical device, and to avoid the issue cost (which can be similar to the price of prescription drugs) a few insurance companies have already agreed to the bill for a few patients that have been cleared by doctors to use the app- the app is one in fewer than 10 that has approved by the FDA. And, with any new technological innovating, there are ne?er-do-wells trying to beat the system- many apps violate current medical regulations by making un-trusted medical claims.

    I?m very encouraged by these new applications, as long as the top priority for app developers, doctors and patients alike remains optimal quality of care. Though technological innovations often result in shortcuts to keep up with our dynamic lifestyles, this particular scenario, which could sometimes be categorized as ?life or death? leaves no margin for error.
